The Threat
to a declining species
Dear Prime Minister,
We refer to the announcement by your Ministry of Defence
that it plans to build a radar station at the summit of Pico do Areeiro, Madeira,
Portugal, site of the only known breeding colonies of Zino's Petrel (Pterodroma madeira), a Critically Endangered species
that numbers around 20-30 breeding pairs.
We appreciate that such installations, especially at such
a critical time, are of strategic interest to Portugal and Nato;
but we are very concerned about any development in close proximity to the breeding ledges of the petrel and the impact on
their habitat and survival by the building and operating of a radar station in this area.
We request that a full and appropriate assessment be conducted,
taking full account of the requirements and conservation objectives of the European Union's Birds Directive. The proposed
site is designated as a Special Protection Area and so has the highest level of protection under European law.
We are confident that NATO will take into account the preservation
of an intact environment, with the conservation of its flora and fauna, when planning the future and security of the area
which it is pledged to defend and secure. In this respect we hope that you will do your utmost to avoid the extinction of
this critically endangered species.
